This transformation function is used to convert a Julian date to a timestamp (in long representation).

A Julian day is a continuous count of days since the beginning of the Julian Period and is primarily used by astronomers. The Julian date (JD) of any instant is defined as the Julian day number corresponding to the preceding noon in Universal Time (UT), plus the fraction of the day that has elapsed since that instant.

Julian dates are expressed as a Julian day number with a decimal fraction appended.
For example, the Julian date for 00:30:00.0 UT on January 1, 2013, is 2,456,293.520833.
